The Panama City Beach Short-Term Rental Market

AirDNA’s Panama City Beach submarket has about 4,660 active short-term rentals. Over the last 12 months, the average one booked roughly 62% of its nights at a $290 average nightly rate, for about $39,000 in revenue (AirDNA, trailing 12 months, October 2026). Revenue is the average a tracked listing earned over the last 12 months; many listings rent part of the year. The submarket covers the central beach strip around Pier Park, so the figures describe that strip and other Panama City Beach neighborhoods will differ.

What Fills Panama City Beach Calendars

  1. Spring break. The city’s code lists school spring break calendars among the reasons it can declare a High Impact Period for extraordinary crowds, and it sets special beach rules for March. City Code Chapter 4 City Code Chapter 3
  2. Summer. AirDNA’s Panama City market, which includes Panama City Beach, shows occupancy peaking in June and July at about 84%, while November through January runs roughly 29% to 34% (AirDNA, monthly occupancy through September 2026).
  3. Beaches and water. Visit Panama City Beach describes a 27-mile stretch of sand, Shell Island and dolphin tours, plus kayaking, paddleboarding and diving. Visit Panama City Beach
  4. State parks and Pier Park. St. Andrews State Park and Camp Helen State Park give guests hiking, fishing and wildlife watching, and Pier Park along Front Beach Road gives them shopping and entertainment on non-beach days. Visit Panama City Beach Parks Visit Panama City Beach Pier Park
  5. Seasonal events through the year, from spring festivals to summer fireworks and fall events, are listed on the events calendar. Visit Panama City Beach Events

Nearly three in four tracked listings in the submarket have two bedrooms or fewer (AirDNA listing data), so an accurate bedroom count, the real view and the building’s amenities carry each listing. We build every listing around those details and clear, helpful, and proactive guest communication.

Panama City Beach’s Short-Term Rental Rules

Homes inside Panama City Beach city limits follow city rules, and homes in unincorporated Bay County follow county rules. Here is what an owner needs to know.

  • City or county. The city’s short-term rental rules apply only inside Panama City Beach city limits, and homes outside the limits follow Bay County’s rules. The city’s address lookup shows which applies, and we check your address for you. City of Panama City Beach
  • City Vacation Rental Certificate. Inside the city, every vacation rental unit needs a Vacation Rental Certificate under Ordinance 1632, and it is unlawful to rent without one. Applicants submit a notarized affidavit, proof of the DBPR license, proof of Bay County tourist development tax registration and a valid city business tax receipt number. The city lists a $250 fee for a new registration and $150 to renew, and a fire inspection is part of the process. Renewals are due by October 1 each year, with late fees after that. City of Panama City Beach Ordinance 1632
  • City business tax receipt. The city charges a 1% business tax on gross rental income, reported and paid monthly through its Business Tax System, with a $50 minimum annual fee. The city says owners who use Airbnb or Vrbo are responsible for reporting and paying it, and short-term rentals need a pre-registration inspection. City Business Registration
  • Zoning. The city’s short-term rental brochure lists the districts that allow short-term rentals: commercial high, medium and low intensity, limited and unlimited multi-family, and townhouse. Owners check the parcel on the city zoning map. City Short-Term Rental Brochure
  • Occupancy and listings. The city’s fire inspector sets the maximum occupancy printed on the certificate, using 150 square feet of floor area per person for one- and two-family homes and 200 square feet for other rentals, rounded up. Listings may not misstate occupancy or parking capacity, and the certificate number must appear on every platform listing. Ordinance 1632
  • Local responsible party. Each rental needs one named, locally available responsible party who is available at the listed phone number, can reach the unit within one hour of a call from a guest, the owner or the city, and checks the unit at least once a week. Our team can respond and be on site within the required timeframe. Ordinance 1632
  • Postings and signs. Inside the unit, post the address, the responsible party, the maximum occupancy, trash pickup days, the nearest hospital, beach flag and Leave No Trace information, an evacuation map and a notice about noise, parking and occupancy rules. Houses need an exterior sign and condos a decal showing the responsible party’s number and the certificate number. City Guidelines for Compliance
  • Fire safety. The city’s guidelines call for hardwired, interconnected smoke alarms with battery backup (an exception applies to buildings built before October 1, 1983), combination CO alarms in sleeping areas, a 5-pound extinguisher on every level and hardwired emergency lighting above stairwells in homes with two or more stories. City Guidelines for Compliance
  • City penalties. A first violation carries a $500 civil penalty and a second $1,000. A third violation within 12 months adds $1,000 and can bring suspension or revocation of the certificate for up to 12 months. Ordinance 1632
  • County certificate. Unincorporated Bay County requires a Short-Term Vacation Rental Certificate under Ordinance 23-18 for one- to four-family structures, renewed every year. High-rise condominium units and apartment complexes are exempt. The county lists $250 for the initial inspection and $150 to renew. Bay County Short-Term Vacation Rental Inspections
  • State license. Florida requires a DBPR vacation rental license for most homes rented more than three times a year for stays under 30 days. It does not replace the city or county registration or the tax registrations. Florida DBPR
  • Taxes. Stays shorter than six months and one day carry a 5% Bay County tourist development tax, including on cleaning fees, plus 6% Florida sales tax and a 1% Bay County surtax. Inside the city, the 1% city business tax on gross rental income is separate. Confirm current rates with the Bay County Tax Collector. Bay County Tax Collector Florida Department of Revenue
  • Bed tax filing. The Bay County Tax Collector says it holds no agreement with any online advertiser, so Airbnb and Vrbo do not and cannot file the 5% tax for you. Owners and operators register and file a return every month, including months with no bookings, and returns are late after the 20th of the following month. The tax district includes all property inside the city limits, and the Tax Collector began administering the tax on October 1, 2026. We provide clear monthly booking and tax reporting, and we recommend Avalara (MyLodgeTax) for lodging tax registration and filing. Bay County Tax Collector Tourist Development Tax Notice
  • Spring break. From March 1 through March 31 each year, possessing or drinking alcohol on the sandy Gulf beach inside city limits is unlawful unless the City Council extends the dates. The Council can also declare a High Impact Period, when beach areas can close, parking and towing rules tighten and a curfew can apply to unaccompanied minors, and the city says it notifies vacation rental certificate holders in the affected zone where feasible. City Code Chapter 3 City Code Chapter 4 City Code Chapter 22
  • Noise, parking and trash. The city’s noise ordinance lowers residential sound limits between midnight and 7:00 a.m. Parking is not allowed on the unpaved shoulder of a Scenic Corridor right-of-way after dark. Every residential dwelling must arrange garbage collection, and containers cannot stay at the curb longer than necessary after pickup. City Code Chapter 16 City Code Chapter 22 City Code Chapter 12
  • Associations. Rental rules vary by building and community. Under Florida law, a condominium amendment that bans rentals or changes the rental term binds only owners who consent or buy after it takes effect, while an HOA may amend its documents to regulate rentals under six months or limit them to three a year for all owners. We read your association documents before we price your home. Florida Statutes 718.110 Florida Statutes 720.306
  • Hurricane season. The Atlantic hurricane season runs June 1 to November 30. Evacuation zones are set by address, so owners should look up their home’s zone before the season starts. National Hurricane Center Florida Division of Emergency Management

We confirm which rules apply to your address, and we provide clear monthly booking and tax reporting. We recommend Avalara (MyLodgeTax) for lodging tax registration and filing. Mexico Beach is a separate city in Bay County with its own rules, covered on our Mexico Beach page.

Rules change. Confirm current requirements with the City of Panama City Beach or Bay County before you rent.

Panama City Beach Airbnb Management FAQ

Do I need a license to rent my Panama City Beach condo or home short-term?

Almost always. Florida requires a DBPR vacation rental license for most homes rented more than three times a year for stays under 30 days. Inside Panama City Beach city limits you also need a city Vacation Rental Certificate and a city business tax receipt. In unincorporated Bay County, one- to four-family homes need the county’s Short-Term Vacation Rental Certificate, and high-rise condominium units are exempt from that county program. You also register for the Bay County tourist development tax, whose district includes everything inside the city limits. We confirm which rules apply to your address and help with the license paperwork. Confirm current fees and dates with the city or county.

What taxes apply to a Panama City Beach vacation rental?

Stays shorter than six months and one day owe a 5% Bay County tourist development tax, and cleaning fees are taxable. Florida adds 6% sales tax and Bay County adds a 1% discretionary surtax. The Bay County Tax Collector says Airbnb and Vrbo remit those state and surtax amounts but do not file the 5% tourist development tax, so the owner or operator registers with the Tax Collector and files every month, even in months with no bookings. Inside the city, a 1% city business tax on gross rental income is reported to the city whichever platform you use. We provide clear monthly booking and tax reporting, and we recommend Avalara (MyLodgeTax) for lodging tax registration and filing. Confirm current rates with the Bay County Tax Collector and the Florida Department of Revenue.

Do you offer Airbnb co-hosting in Panama City Beach?

Yes. We work as your co-host on your own Airbnb account, so the listing, its reviews and its history stay yours. We handle pricing, guest messages, cleaners, maintenance and local rules, and we show you the numbers for your home before you decide.

How do I choose an Airbnb management company in Panama City Beach?

Start with what the fee covers, then compare percentages. Confirm who holds the listing and its reviews, and whether you keep them if you leave. Get a list of what is included and what is billed separately, such as cleaning, supplies and maintenance. Ask who handles the city or county certificate, the business tax receipt, inspections and renewals, and who serves as the local responsible party. Request a sample monthly owner statement and find out how taxes are reported. Find out how prices are set and how spring break and summer are planned, how fast guests get answers, and how maintenance and damage claims are handled. If you own a condo, confirm the manager reads your association’s rental rules before pricing your home.

What does Airbnb management cost in Panama City Beach?

Full-service management generally runs 15% to 30% of rental income and co-hosting 10% to 18%. We price as a share of rental income, including rent and cleaning fees, excluding taxes, and show you the math first.

Can my condo association stop me from renting short-term?

It depends on your building’s documents and when the rules were adopted. Under Florida law, a condominium amendment that bans rentals or changes the rental term applies only to owners who consent to it or buy after it takes effect. Homeowners associations have more room: they may amend their documents to regulate rentals under six months or limit rentals to three a year, and those amendments apply to all owners. Rules vary by building, so we read your association documents before we price your home. This is general information, so confirm the details with your association.

How does spring break affect a Panama City Beach rental?

The city treats spring break as a high-crowd period and has rules for it. We price spring break as its own demand window. Confirm current dates and rules with the city each year.
