What We Handle in Massanutten
We provide short-term rental and vacation rental management in Massanutten as your Airbnb co-host, so the listing stays in your own Airbnb account and you see every booking.
We manage nearby in Luray and serve Massanutten and McGaheysville owners. Here’s what we take on:
- The county permit package: we prepare it with you, including a management plan with your maximum overnight occupancy, a site layout, a fire safety and evacuation plan, proof of liability insurance that covers short-term rental use, and septic verification unless the home is on public sewer. If we operate the listing and you own the home, the county requires your written owner consent with the application.
- Fire marshal readiness: the county fire marshal approves the use before the permit issues, so we walk the home against the operating standards first. That means smoke alarms on each floor and in every bedroom, a visible fire extinguisher, clear egress, a posted 911 address and a posted evacuation diagram.
- A Responsible Agent who meets the county’s response rule: a response within 30 minutes and, if necessary, on site within 2 hours whenever the home is occupied. Our team can respond and be on site within that timeframe.
- Occupancy that matches the permit: we set the listing to the permitted number so you don’t advertise capacity you can’t legally use.
- MPOA coordination for Massanutten Village homes: check your MPOA rental rules; we’ll confirm them on your call. We ask for your section’s covenants and build the association’s published rules into your house manual.
- Pricing for a four-season resort market: ski season (typically mid-December to mid-March) and its holiday weeks, summer waterpark and mountain-biking traffic, fall foliage and Shenandoah National Park weekends, and a different plan for quiet midweek stretches.
- Listings that sell the location: we lead with the drive time to the resort and to the national park’s Swift Run Gap entrance, then the hot tub, game room and mountain views.
- Mountain-home care: snow and ice prep for mountain driveways, winter hot tub care, and septic- and well-aware occupancy settings where they apply.
- Clear, helpful, and proactive guest communication.
- Turnovers and maintenance: before you decide, we tell you exactly which cleaner and handyman coverage we would use for your address and the drive time to it.
- Clear monthly booking and tax reporting. We recommend Avalara (MyLodgeTax) for lodging tax registration and filing.
- Clear owner statements and a custom monthly performance dashboard.
The Massanutten Short-Term Rental Market
AirDNA’s Massanutten submarket shows about 830 active short-term rentals, roughly 44% occupancy, a $405 average daily rate and about $40,500 average annual revenue per listing (AirDNA, trailing 12 months, pulled October 2, 2026). Revenue is the average a tracked listing earned over the last 12 months; many listings rent part of the year.
The submarket covers the Massanutten, McGaheysville, Penn Laird, Port Republic and Elkton ZIP codes and every listing type AirDNA tracks there, which can include resort condos and townhomes as well as single-family homes. These are market-wide averages, not a forecast for any one home, and a small number of very large homes lift the average above the typical listing.
What Fills Massanutten Calendars
- Massanutten Resort, a four-season anchor with skiing, an indoor waterpark, golf, mountain biking and a family adventure park.
- The resort’s planned on-property hotel and indoor waterpark expansion, which adds visitor draw and more on-property lodging competition. We price against it.
- Shenandoah National Park’s Swift Run Gap Entrance, east of Elkton off US 33.
- Ski weeks, summer waterpark weekends and fall foliage, which each fill on their own calendar.
Owners who rent here do best when the county permit, the occupancy limit and the HOA rules all line up before the first guest arrives, and when the listing is priced for ski weeks and summer weekends differently.
Massanutten’s Short-Term Rental Rules
Most homes on this page sit in unincorporated Rockingham County, where a new county permit applies. Homes inside the seven incorporated towns, such as Elkton, follow town rules, and resort timeshare units are not covered here.
- County permit. Rockingham County adopted a short-term rental ordinance on December 10, 2025. Each dwelling offered as a short-term rental needs a county permit from Community Development, with fire marshal approval, a county occupancy cap and a local Responsible Agent. Homes inside the Massanutten Property Owners Association need the county permit too. Rockingham County, Frequently Asked Questions
- Deadline for existing rentals. Homes already operating when the ordinance was adopted have until December 31, 2026 to apply. Rockingham County, Short-Term Rentals
- Fees and renewal. The county lists $200 to apply and $200 to renew. The permit is valid for one year and is not transferable to another operator or property. Fees can change in the annual budget process, so confirm current amounts with the county. Application Renewals
- Occupancy cap. The cap is two guests per bedroom plus four more on public sewer, or two per bedroom on septic. The county’s own example is a 5-bedroom home: 14 on public sewer or 10 on septic. Board of Supervisors minutes, December 10, 2025
- Responsible Agent. Each rental needs a Responsible Agent, 18 or older, who responds within 30 minutes of contact and, if necessary, is on the premises within 2 hours whenever the home is occupied. Our team can respond and be on site within that timeframe. Board of Supervisors minutes
- Lodging tax. Rockingham County charges a 5% transient occupancy tax on stays of 30 consecutive days or less. The return is due quarterly to the Commissioner of the Revenue, including quarters with no rentals. Rockingham County, Transient Occupancy Tax
- Virginia sales tax. Virginia sales tax applies to stays. Airbnb and Vrbo collect and remit it on their own bookings. Which platforms remit the county tax is not settled, so confirm it with the Commissioner of the Revenue. Virginia Tax, Accommodations Ruling 22-144
- MPOA covenants. Homes inside the Massanutten Property Owners Association also answer to the association’s covenants, which vary by section. Check your MPOA rental rules; we’ll confirm on your call.
We confirm the rules for your address, prepare the permit application with you and give you clear monthly booking and tax reporting. We recommend Avalara (MyLodgeTax) for lodging tax registration and filing on direct bookings.
Rules change. Confirm current requirements with Rockingham County before you rent.

Massanutten Airbnb Management FAQ
Do I need a permit to rent my home in Massanutten or McGaheysville?
Yes. Rockingham County requires a permit from the Department of Community Development for every dwelling offered as a short-term rental. It comes with a fire marshal approval, a county occupancy cap and a local Responsible Agent, and the county lists a $200 fee to apply and a $200 fee to renew each year (confirm current fees with the county). Homes already operating when the ordinance passed in December 2025 have until December 31, 2026 to apply. We prepare the application with you and handle renewals.
What lodging tax applies in Rockingham County?
The county charges a 5% transient occupancy tax on stays of 30 consecutive days or less, due quarterly to the Commissioner of the Revenue, and Virginia sales tax applies to stays as well. Airbnb and Vrbo collect and remit Virginia sales tax on their own bookings, and which platforms remit the county tax is not settled, so confirm it with the Commissioner of the Revenue. We provide clear monthly booking and tax reporting, and we recommend Avalara (MyLodgeTax) for lodging tax registration and filing on direct bookings.
Is Airbnb management worth it for a 4-bedroom home here?
It depends on the county occupancy cap as much as on the home. A 4-bedroom home can be permitted for up to 12 guests on public sewer or 8 on septic, and a 5-bedroom home for 14 or 10, subject to the fire marshal’s review, so sewer type and bedroom count shape what the home can earn. For market context, AirDNA’s Massanutten submarket shows about 830 active listings at roughly 44% occupancy and a $405 average daily rate (trailing 12 months, pulled October 2, 2026; market-wide averages across all listing types). We run the numbers on your permitted occupancy before you decide. If the numbers don’t comfortably clear our fee, we’ll tell you to keep self-managing.
Which areas do you cover, and what about my HOA?
We don’t manage a home in Massanutten or McGaheysville today. We manage a five-bedroom client home in Luray, Page County, and we serve owners in Massanutten Village, McGaheysville and unincorporated Rockingham County from there. The county requires a local Responsible Agent who can respond within 30 minutes and be on site within 2 hours, and our team can meet that timeframe. Homes inside the Massanutten Property Owners Association also answer to the association’s covenants, which vary by section, so check your MPOA rental rules and we’ll confirm them on your call. Homes inside incorporated towns such as Elkton follow town rules, so ask us about those separately.
