The Shenandoah Valley Short-Term Rental Market
In Luray, about 430 active short-term rentals compete. Over the last 12 months, the average one booked roughly 44% of its nights at a $302 average nightly rate, for about $39,300 in revenue (AirROI, September 2026).
Massanutten and McGaheysville (AirDNA, trailing 12 months, pulled October 2, 2026): about 830 active short-term rentals, roughly 44% occupancy, a $405 average daily rate and about $40,500 average annual revenue per listing.
Shenandoah County (AirDNA, trailing 12 months, pulled October 2, 2026): about 760 active short-term rentals, roughly 47% occupancy, a $225 average daily rate and about $27,000 average annual revenue per listing.
Front Royal (AirDNA, trailing 12 months, pulled October 2, 2026): about 440 active short-term rentals, roughly 49% occupancy, a $280 average daily rate and about $33,500 average annual revenue per listing.
Revenue is the average a tracked listing earned over the last 12 months; many listings rent part of the year. The AirDNA figures are market-wide averages across listing types, not a forecast for any one home, and a small number of very large homes lift each average above the typical listing. AirDNA’s submarkets are wider than the town pages’ scope: the Massanutten submarket includes Elkton and Port Republic, and the Front Royal submarket reaches into neighboring counties. Luray uses a different source (AirROI), so its figures are not directly comparable.
What Fills Shenandoah Valley Calendars
- Shenandoah National Park and Skyline Drive.
- Luray Caverns.
- Fall foliage.
- The Shenandoah River.
- Massanutten’s ski and water parks.
- Wineries and small-town downtowns.
The upside in the Valley comes from listing quality, pricing and reviews, and Shenandoah County’s visitor spending in 2025 ran slightly below 2024 (Virginia Tourism Corporation).
What Our Luray Owner Says

Why Valley Owners Hire a Local Manager
- Most owners live in Northern Virginia, DC or farther, and a hot tub fault or a snowed-in driveway needs someone nearby.
- October foliage weekends, summer park traffic and holidays make the year. Midweek winter needs a different plan.
- Rural cabins mean wells, septic, propane, rural roads and weak cell service near Skyline Drive.
- Every county and town sets its own rules. Page County, Rockingham County, Shenandoah County and Warren County each have their own permit path and lodging tax, and several towns inside them add a second set. The rules are also moving: Rockingham County’s new permit has a December 31, 2026 deadline for homes already operating, and Shenandoah County is reviewing its short-term rental zoning.
Shenandoah Valley Short-Term Rental Rules by Area
Rules here are set locally, not statewide:
- No statewide license. Virginia has no statewide short-term rental license; rules are set by each county and town.
- Page County and Luray. The Town of Luray requires a Special Use Permit and a town business license in residential districts, and county zoning applies outside town limits. Town of Luray
- Rockingham County (Massanutten, McGaheysville). A county short-term rental permit with fire marshal approval, a county-set occupancy cap and a local Responsible Agent. Homes already operating have until December 31, 2026 to apply. Homes inside the Massanutten Property Owners Association also answer to the association’s covenants: check your MPOA rental rules; we’ll confirm on your call. Rockingham County, Virginia
- Shenandoah County. Outside town limits, a home with 4 bedrooms or fewer is allowed by right with an annual zoning permit, and a home with 5 or more bedrooms needs a Special Use Permit. Woodstock, Strasburg, Mount Jackson and Edinburg have their own town rules. Shenandoah County Code
- Front Royal and Warren County. Inside the Town, a Special Use Permit approved by Town Council. Outside it, a County Conditional Use Permit approved by the Board of Supervisors, which takes about three months at a minimum. Warren County, Virginia
- Lodging taxes are county or town taxes. Page County charges 10% Page County, Rockingham County 5% Rockingham County, Shenandoah County 5% outside towns that levy their own Shenandoah County, Woodstock 7% Town of Woodstock, Warren County 5% Warren County and the Town of Front Royal 6% Front Royal Town Code. Strasburg and Mount Jackson levy their own town taxes. Confirm each rate with the Commissioner of the Revenue.
- Virginia sales tax. Virginia sales tax also applies to accommodations. Airbnb and Vrbo collect and remit it on their own bookings. Virginia Tax
- Local contact and response rules. Rockingham County’s Responsible Agent must respond within 30 minutes and be on site within 2 hours Rockingham County. Edinburg requires a non-resident owner’s local representative to respond in person within one hour Town of Edinburg. Mount Jackson requires the host or a designee to answer calls during each rental Town of Mount Jackson. The Town of Front Royal’s management plan names local points of contact for guest issues. Our team can respond and be on site within the required timeframe.
Every county and town in the Valley sets its own rules and lodging tax. We confirm the permits for your address, give you clear monthly booking and tax reporting, and recommend Avalara (MyLodgeTax) for lodging tax registration and filing on direct bookings.
Rules change. Confirm current requirements with the relevant county or town before you rent.

Shenandoah Valley Airbnb Management FAQ
Where in the Shenandoah Valley do you manage?
We manage a client lodge in Luray, Page County, and we serve Page County (including Stanley and Shenandoah), Massanutten and McGaheysville, Shenandoah County (Woodstock, Basye, Mount Jackson, Edinburg and Strasburg) and Front Royal from there. We don’t manage a home outside Luray today. We’ll tell you our drive time and cleaner coverage for your address before you decide.
Do I need a permit, and what lodging tax applies to a Valley cabin?
It depends on the county or town. Page County charges a 10% lodging tax on stays under 30 days, Rockingham County and Warren County charge 5%, and Shenandoah County charges 5% outside towns with their own tax (Woodstock charges 7%). Permits differ too, from Rockingham County’s new county permit (apply by December 31, 2026 if you’re already operating) to Shenandoah County’s by-right path for homes with four bedrooms or fewer. Virginia sales tax applies on top. Airbnb and Vrbo collect and remit Virginia sales tax on their own bookings, and which platforms remit each local tax varies, so confirm that with your county or town. We provide clear monthly booking and tax reporting, and we recommend Avalara (MyLodgeTax) for lodging tax registration and filing on direct bookings. Confirm current rates and permits with your county or town.
I live in Northern Virginia. Is professional management worth it for one cabin?
Often, yes, if your cabin sits empty on weekends you can’t staff or you’re driving out for problems. We’ll show you the numbers for your cabin before you decide.
What’s the busiest season?
October foliage weekends, then summer park season and holidays. Winter weekdays need sharper pricing and longer-stay offers.
What does Airbnb management cost in the Shenandoah Valley?
Full-service management generally runs 15% to 30% of rental income and co-hosting 10% to 18%. We price as a share of rental income, including rent and cleaning fees, excluding taxes.
Do you offer Airbnb co-hosting in the Shenandoah Valley?
Yes. We work as your co-host on your own Airbnb account, so the listing, its reviews and its history stay yours. Our team handles pricing, guest communication, cleaners, maintenance and local rules, and you get a clear owner statement every month.
How do I choose an Airbnb management company in the Shenandoah Valley?
Ask whether the listing stays in your own Airbnb account, how often pricing is reviewed, who answers guests and handles emergencies, who covers cleaning and maintenance at your address, and how the fee is calculated. Then check their record on the platforms themselves, such as ratings, reviews and Superhost status. We answer each of these on a Property Fit Call, and our free Rental Income Audit compares your home with similar homes nearby.
