AIRBNB MANAGEMENT · SHENANDOAH COUNTY, VA
Airbnb Management in Shenandoah County & Woodstock, VA
Shenandoah County pairs Bryce Resort’s four seasons of mountain demand with a county permit that treats a 4-bedroom home very differently from a 5-bedroom one, and each town along Route 11 has its own rules. We manage a five-bedroom lodge in nearby Luray and serve Shenandoah County owners who want help with permits, pricing, guests and turnovers. We don’t manage a home in Shenandoah County today.

What We Handle in Shenandoah County
We provide short-term rental and vacation rental management in Shenandoah County as your Airbnb co-host, so the listing stays in your own Airbnb account and you see every booking.
We manage nearby in Luray and serve Shenandoah County owners. Here’s what we take on:
- Which rule set applies to your address: before you spend anything on furnishings or photos, we confirm whether your home sits in unincorporated county territory (Basye, Bryce and most rural addresses) or inside the limits of Woodstock, Strasburg, Mount Jackson or Edinburg. The county permit applies only outside town limits.
- The 4-bedroom or 5-bedroom decision: outside town limits, a 4-bedroom home is allowed by right with an annual zoning permit, and a 5-bedroom home needs a Special Use Permit with a Planning Commission hearing and a Board of Supervisors vote. We confirm the bedroom count the county will count and, for a 5-bedroom home, prepare the application with you, call Community Development first and attend the Technical Review Team meeting before the application goes in, as the county asks.
- The county permit package and safety list: we help you apply through the county’s online portal. For homes on private septic, county staff confirm septic capacity and occupancy with the Virginia Department of Health, and a county life and safety inspection comes before the Zoning Administrator signs off. We set each home up to the county’s standards first: a visible fire extinguisher in the kitchen and cooking areas, smoke detectors, approved sanitary facilities, emergency information posted with the responsible manager’s contact, and off-street parking.
- Occupancy that matches the permit: occupancy follows the permit conditions and the septic capacity, and we set the listing to the permitted number so you don’t advertise capacity you can’t legally use.
- HOA and covenant check: we help you pull your declaration and, in the Bryce area, complete the Sky Bryce Association’s short-term rental form and post its rules flyer in the home. County approval is separate from association approval, and recorded covenants can bar short-term rentals regardless of a county permit.
- Local contact requirements: the county asks for the responsible manager’s contact to be posted in the home, Edinburg requires a non-resident owner to name a local representative who can respond in person within one hour, and Mount Jackson requires the host or a designee to answer calls during each rental. Our team can respond and be on site within the required timeframe.
- Several lodging tax regimes: the county 5% tax and the Woodstock, Strasburg and Mount Jackson town taxes each have their own return and office, and the county requires a monthly return even in months with no rentals. We confirm what each booking platform remits for your address.
- Clear monthly booking and tax reporting. We recommend Avalara (MyLodgeTax) for lodging tax registration and filing.
- Pricing for the Shenandoah County calendar: Bryce Resort’s ski and snow tubing winter, fall foliage weekends, summer lake and bike park season, Bryce Fest in July, the county fair, Shenandoah Autumnfest and the Route 11 festivals, plus a different plan for quiet midweeks.
- Listings that sell the location: we lead with the distance to Bryce Resort, the Shenandoah River and the national forest, then the amenities.
- Clear, helpful, and proactive guest communication.
- Turnovers and maintenance: before you decide, we tell you which cleaner and handyman coverage we would use for your address and the drive time to it.
- Clear owner statements and a custom monthly performance dashboard.
The Shenandoah County Short-Term Rental Market
AirDNA shows about 760 active short-term rentals across Shenandoah County, roughly 47% occupancy, a $225 average daily rate and about $27,000 average annual revenue per listing (AirDNA, trailing 12 months, pulled October 2, 2026). Revenue is the average a tracked listing earned over the last 12 months; many listings rent part of the year.
By area: the Basye submarket (Bryce Resort, Basye, Mount Jackson, Edinburg, New Market, Fort Valley and Orkney Springs) shows about 660 active rentals, roughly 47% occupancy, a $230 average daily rate and about $27,500 average annual revenue per listing. The Woodstock and Edinburg submarket (Woodstock, Strasburg, Toms Brook, Maurertown and Star Tannery) shows about 100 active rentals, roughly 44% occupancy, a $205 average daily rate and about $23,500 average annual revenue per listing.
The count includes every listing that had availability at some point in the last 12 months. All figures are market-wide averages across listing types, not a forecast for any one home, and a small number of very large homes lift the average above the typical listing.
What Fills Shenandoah County Calendars
- Bryce Resort in Basye: skiing, snowboarding, snow tubing and ice skating in winter, and downhill mountain biking, Lake Laura water activities and an 18-hole golf course in warmer months, plus events and weddings.
- A four-season destination about 90 miles from Washington, reached by I-81 or US Route 11, where the county tourism office says September and October weekends book quickly.
- Seven Bends State Park, the George Washington National Forest, floating the Shenandoah River, vineyards, breweries and nearby caverns.
- Annual events, including Strasburg Mayfest, Bryce Fest in July, the Shenandoah Valley Music Festival at Orkney Springs, the Shenandoah County Fair, Mount Jackson TaterFest, the Edinburg Ole Time Festival and Shenandoah Autumnfest in Woodstock.
County visitor spending was about $151 million in 2025, slightly below 2024 (Virginia Tourism Corporation), so the upside here comes from listing quality, pricing and reviews more than from a rising market. The homes that do well have the right permit for their bedroom count and a listing that leads with the location.
Shenandoah County’s Short-Term Rental Rules
Virginia has no statewide short-term rental license, and Shenandoah County has five sets of rules: the county outside town limits, plus Woodstock, Strasburg, Mount Jackson and Edinburg. The county is also reviewing its short-term rental zoning, so details can change.
- County rules, outside town limits (including Basye and Bryce Resort). A home with 4 bedrooms or fewer is allowed by right with an annual zoning permit. A home with 5 or more bedrooms needs a Special Use Permit: a Planning Commission hearing and a Board of Supervisors vote. Each Special Use Permit is decided case by case. Shenandoah County Code, Chapter 165
- County safety standards. A visible fire extinguisher in the kitchen and cooking areas, smoke detectors, approved sanitary facilities, emergency information posted with the responsible manager’s contact, and off-street parking. Shenandoah County Code, Sec. 165-32.4
- County lodging tax. 5% outside towns that levy their own tax. The return is due monthly by the 20th, including months with no rentals. Shenandoah County Code, Chapter 146 County STR FAQ
- Woodstock. Woodstock has its own town rules and a 7% town lodging tax. The county permit and county tax do not apply inside town limits. Town of Woodstock, Business-Related Taxes
- Strasburg. Strasburg has its own town rules and levies its own lodging tax. Confirm the current rate and rules with the town.
- Mount Jackson. Short-term rentals need annual registration with the zoning administrator, and the host or a designee must answer calls during each rental. In the R-1, R-2 and R-3 residential districts, the home must be the host’s primary residence, with one short-term rental per host and a cap of 104 nights a year, which rules out an absentee whole-home rental there. The town levies its own lodging tax. Town of Mount Jackson Code, Sec. 66-40
- Edinburg. Allowed by right in the R-1, R-2, R-3 and General Commercial districts with an annual zoning permit, a business license and a pre-permit inspection. A non-resident owner must name a local representative who can respond in person within one hour, and our team can respond and be on site within that timeframe. Town of Edinburg Code, Sec. 175-20L
- Virginia sales tax. Virginia sales tax applies to short-term lodging. The county code says an accommodations intermediary collects the county tax on platform bookings, and we confirm what each channel remits for your address. Virginia Tax, Accommodations
- Bryce-area association. The Sky Bryce Association asks owners who rent for fewer than 30 days to complete its short-term rental form and post its rules flyer in the home. County approval is separate from association approval.
We confirm which rules apply to your address before you spend anything on furnishings or photos. We give you clear monthly booking and tax reporting, and we recommend Avalara (MyLodgeTax) for lodging tax registration and filing on direct bookings.
Rules change. Confirm current requirements with Shenandoah County and your town before you rent.

If the numbers don’t comfortably clear our fee, we’ll tell you to keep self-managing.
Shenandoah County Airbnb Management FAQ
Do I need a permit to rent my home in Shenandoah County?
Yes. Outside town limits, a home with four bedrooms or fewer is allowed by right with an annual county zoning permit, and a home with five or more bedrooms needs a Special Use Permit approved by the Board of Supervisors after a Planning Commission hearing. Woodstock, Strasburg, Mount Jackson and Edinburg have their own town rules, and the county has the short-term rental rules under review. We confirm which rules apply to your address and prepare the application with you.
What lodging tax applies in Shenandoah County?
The county charges a 5% transient occupancy tax outside towns that levy their own, due monthly by the 20th even in months with no rentals. Woodstock charges 7% inside the town, and Strasburg and Mount Jackson levy their own town taxes, so confirm the current rates with each town. Virginia sales tax applies to short-term lodging as well. Booking platforms collect some of these taxes on their own bookings, and the county code says an accommodations intermediary collects the county tax on platform bookings. We provide clear monthly booking and tax reporting, and we recommend Avalara (MyLodgeTax) for lodging tax registration and filing on direct bookings.
Is Airbnb management worth it for a 4-bedroom home in Shenandoah County?
A 4-bedroom home is the easiest case under the permit rules, because it is allowed by right outside town limits. Whether management pays depends on how your listing performs today and how crowded your area is. County visitor spending in 2025 was slightly below 2024, so the upside depends on your listing, pricing and reviews. For market context, AirDNA shows about 760 active listings across the county at roughly 47% occupancy and a $225 average daily rate (trailing 12 months, pulled October 2, 2026; market-wide averages across all listing types). If the numbers don’t comfortably clear our fee, we’ll tell you to keep self-managing.
Which areas do you cover, and do you manage homes in Shenandoah County?
We don’t manage a home in Shenandoah County today. We manage a five-bedroom client home in nearby Luray, and we serve Basye and Bryce Resort, Woodstock, Edinburg, Strasburg and Mount Jackson from there. In Mount Jackson’s residential districts the town’s primary-residence and 104-night rules effectively rule out absentee whole-home rental, and we will tell you so before you spend anything. Edinburg requires non-resident owners to name a local representative who can respond in person within one hour, and our team can respond and be on site within that timeframe. We tell you our drive time and cleaner and handyman coverage for your address before you decide.
What does Airbnb management cost in Shenandoah County?
Full-service management generally runs 15% to 30% of rental income and co-hosting 10% to 18%. We price as a share of rental income, including rent and cleaning fees, excluding taxes, and show you the math first.
Do you offer Airbnb co-hosting in Shenandoah County?
Yes. We work as your co-host on your own Airbnb account, so the listing, its reviews and its history stay yours. Our team handles pricing, guest communication, cleaners, maintenance and local rules, and you get a clear owner statement every month.
How do I choose an Airbnb management company in Shenandoah County?
Ask whether the listing stays in your own Airbnb account, how often pricing is reviewed, who answers guests and handles emergencies, who covers cleaning and maintenance at your address, and how the fee is calculated. Then check their record on the platforms themselves, such as ratings, reviews and Superhost status. We answer each of these on a Property Fit Call, and our free Rental Income Audit compares your home with similar homes nearby.
